I am on the board of a commercial condo association and have worked extensively over the last several years with Fadi Debbas of ABC Consulting, Inc. on a variety of repairs and renovations. Most recently in the summer of 2015 when we pursued having our parking lot repaved.
One would assume getting a quote for repaving a parking lot would be simple, but we soon found out that the each of the vendors had their own idea of what was needed. The result of which was quotes that not only varied significantly in the scope of the project but also in the cost. I quickly called Fadi to see how he would be able to assist us. As in the past, he stepped right in and put together a process that allowed him to talk directly with the different vendors so that each of the quotes were based on the same scope of work. In addition, the scope was based on what was needed for our parking lot and not what the vendor wanted to “sell” us.
The biggest benefit that we received in working with Fadi is that with his extensive knowledge in construction and experience in working with various vendors, our board and property manager were relieved of the responsibility both of the time commitment in navigating a process none of us had experience in and trying to determine a reputable vendor that would follow through on the scope of work. Once the quotes were in Fadi attended our board meeting and presented his findings and recommendations in an easy to understand format that greatly simplified our decision making. Once we decided on which vendor we were going to us, Fadi was able to provide someone on site during the repaving process to make sure the vendor did what they were supposed to do.
All of the owners at the condo association are busy with the running of their respective businesses, having Fadi oversee this project was a huge relief to us and in the end we got the parking lot we both wanted and needed. In addition to the parking lot, Fadi has directly assisted us in multiple repair and improvement projects over the years, ranging from the strengthening our weather beaten walkway structure, coming up with inventive ways to reduce the amount of rust accumulating on our stairs and railings, resolving water damage caused by inadequate construction, overhaul of our elevator, and several other areas.
Fadi always finds a way to get the job done by competent vendors in the most cost effective manner. Fadi is the consummate professional; he is responsive, friendly, a great communicator, holds the vendors accountable, and is our advocate. Our facility has been significantly improved, actually transformed, in its appearance because of Fadi. Anytime we have an issue, he provides the solution.

I have worked with ABC both as President of Hidden Shores Condo Association and on a personal basis, using your firm to oversee major repairs to the condos within the property and my unit. These experiences have been nothing but positive.
In May of 2010 was the first time I used your firm to evaluate the condition of flooring in my condo that was subjected to extensive flooding. Despite having to put up with my busy travel schedule and coordinating most everything by phone, your evaluation of the damage and negotiations with my insurance company, led them to authorize a complete replacement, rather than their “it doesn’t need to be replaced” position. You also put me in touch with a reputable contractor with the experience needed, assisted with the contractual aspects, and oversaw what turned out to be a Grade A project.
More recently, this April, I used your firm to review a proposal and contract for a local contractor to replace my decks, which was to include “making right” what a previous contractor was doing wrong. The technical oversight provided by ABC ensured the project was done in accordance with good construction practices. I was kept informed of issues when they arose and continuously provided schedule updates. Under the watchful eye of ABC staff, I am confident no shortcuts were taken and everything has been completed as it should be.

I would like to recommend the professional services of ABC Consulting, Inc. and Power Catch, Inc. owned by Fadi E. Debbas. Mr. Debbas and his associate, Toby Wagner, proposed upgrading the fluorescent lighting in our public accounting firm office.
Although I was skeptical at first, I agreed to have them install one of the retro fit kits in our conference room at no charge. There was a remarkable difference between the new lighting in our conference room and the old existing lighting throughout our offices. I was very pleased with the new lighting they installed throughout out offices. Additionally, as accountant, we were impressed with the 60% energy savings we would recoup within two years after installation. In the accounting profession, not only is it important we have good lighting for detail work, but it was important the installation work be performed to minimize distractions, since time is money.
Both Mr. Debbas and Mr. Wagner were willing to accommodate our schedules and even came in on weekends to minimize distractions to our firm associates. Everything they promised us regarding price, quality and timeliness was performed to our satisfaction. There were not surprises that were encountered, which is very unusual in construction related work. Every time they said the work would be performed, they met their commitment and were most professional in all our dealings with them. In addition to the immediate benefits of increased lighting output and cost savings, we look forward to the tax reduction of the energy credits we will be applying for.
We will certainly use ABC Consulting, Inc. and Fadi Debbas’ services again if the need arises. I would like to recommend the professional engineering services of ABC Consulting, Inc. Services and Mr. Fadi Debbas, P.E. I am a Community Association Manager and two of the communities I manage recently employed Mr. Debbas for structural engineering purposes.
The first occasion was due to Chinese Drywall being suspected and confirmed to be in existence in a community clubhouse. Neither the Board of Directors nor I had any experience with Chinese Drywall and Mr. Debbas was found to be very knowledgeable and experienced with the latest discoveries regarding the defective product and the court approved procedures for its remediation. Mr. Debbas attended several meetings of the Board of Directors for this community and was able to answer all questions from the Board and Owners alike. Mr. Debbas provided a complete set of specifications for the remediation and continues to follow the community’s progress.
The second occasion that I was able to work with Mr. Debbas was with a condominium association in very poor structural condition. This community has aged and become outdated according to current building codes. Mr. Debbas was hired to write the specifications needed to begin reconstruction of the buildings’ envelope systems. Again, Mr. Debbas and his team attended several Board Meetings to answer questions directly from Board Members and Owners. He was also constantly available by phone and email to answer the unexpected questions that inevitably arise on construction projects.
I will use ABC Consulting, Inc. and Fadi Debbas’ services again if the need arises. His professional and efficient engineering skills enabled me to complete my job to the best of my ability.

This is to inform you that I have known Fadi Debbas PE, president of ABC Consulting Inc. for the last eight years in several capacities – as an engineer, consultant and bank customer. I initially met Fadi when I was a board member of St. Patrick Catholic School in Norfolk and he was serving as the engineer (program manager) during the construction of the school. Located on 17 acres on the west side of the city, the construction cost of the school was approximately $18,000,000, and the engineering was handled in a professional, competitively-priced, comprehensive manner, with Fadi providing the best possible service during the 14 months of the school construction. He subsequently assisted my daughter with some complicated engineering work when she purchased a 100+ year old house in Ghent, in addition he provided excellent suggestions regarding methods of making my personal house more storm-resistant when it was being constructed two years ago in East Beach.

We engaged Fadi Debbas, P.E. of ABC Consulting Inc. in June 2007. He entered a very difficult contract dispute with our chosen general contractor for the development of a residential subdivision in Chesapeake. We signed a fixed price contract to clear the site and import over 35,000 cubic yards of select fill to raise the grade of the overall site. Once we were notified that the contract was complete for Phase 1 of the project, we received a bill for more than double the contract amount. This caused us great concern and we did not know how to handle this large discrepancy.
Mr. Debbas negotiated through all the red tape over a series of meetings. The outcome was a final bill of just over $100,000.00 in lieu of the $494,000.00 requested in change order extras by the contractor. The final change order of $100,000.00 was to pay for legitimate additional cut and fill actually delivered and installed on the project. I am convinced that had it not been for Mr. Debbas’s tenacious devotion to settling this huge variance we may had ended up in a lawsuit with the contractor. Once the contract differences were settled, we asked Mr. Debbas to continue with construction management until the project was completed.
The final development took approximately 8 additional months. Each month the contractor submitted progress payments. Mr. Debbas would carefully examine every billing detail against progress in the field. He would not let one charge slip past his review.
By the second or third billing cycle, the contractor asked permission to submit bills and scrutinized their charges to keep Mr. Debbas from calling to reprimand them or deny a request. The project was completed within the budget and was managed with great precision.
We are grateful to have ABC Consulting Inc. on our team and for Mr. Debbas’s contribution and expertise in managing the project. We are continuing to use him on other projects and would highly recommend his services.

As the individual in charge of ACB’s construction management division, Mr. Debbas was our primary point of contact during the construction process. He was also very instrumental in assisting the firm’s president, Al Abiouness, in the negotiation of a favorable construction contract with the general contractor.

I want to thank you and your experienced staff for the outstanding job performance on our building project at St. John the Apostle. Our Parish Center was an ambitious project covering over 48,000 square feet of space. I often spoke about the million decisions that had to be made during construction. This would have been a daunting task had it not been for both Fadi Debbas and Alonzo Barnes from your office. They guided me through the rigors of this project. They gave me the time I needed to be both a Pastor to this Parish with 1,600 households and be the general contractor for the project. Their leadership and professionalism was evident in their attention to detail and the job performance of many sub-contractors. They allowed me to accept this building to the acclaim of our parishioners and our many visitors.
I know firsthand the advantages of using a construction manager. I recently served on another building committee where a decision was made to hire a general contractor for the project. The low bidder was given the task of construction. The project came in 14% over budget and seven months late. Our project came in at significantly less than the architect’s estimate and was accepted on schedule.
